Home Rule Charter

In November 2022, the residents of Towamencin voted to form a Government Study Commission and elected 7 NOPE candidates to lead that Commission.

The Towamencin Government Study Commission issued a report and drafted & approved a Home Rule Charter that was placed on the May 16 election ballot.

The Home Rule Charter:

  • Prohibits sewer privatization in Towamencin

  • Adds greater citizen participation via referenda

  • Increases transparency in local government

The Charter makes no changes to elected offices, current financial procedures, current taxation limits, or general township operations.

The Home Rule Charter went into effect on July 1, 2023 because a majority of the electorate approved it in the May 16, 2023 election.

Home Rule Charter is a constitutional right that citizens of many PA municipalities use to define how their own local government works, rather than rely on rules passed down from Harrisburg.

Citizens can tailor their government to meet the needs of their local community. Home rule municipalities can act on any local issues except where they are specifically limited by state law. This includes prohibiting the sewer sale.
